The Spirit of God Pastor –Prophet Evangelist Debra Winston a vision that she and her husband would have a church. How could this be seeing he wasn’t living for the Lord?  Nevertheless, she pondered this in her heart for if God says it that settles it! At the appointed and acceptable time, Elder Winston accepted the call of God to shepherd His flock. Apostle Carlton C. Winston, Sr. and Pastor-Prophet Debra A. Winston took a faith walk and founded New Beginnings Ministry in April 1994 in the home of the Aiken’s with five adults and three children (the #8 representing a New Beginning). After sharing the news with his mother, Ms. Hazel Whitehurst and with the express consent of his father, Mr. Eross Winston for the use of his building, Apostle and Pastor Winston relocated the ministry to the Beach Chapel located at 1701 Parks Avenue in Virginia Beach, VA. Every good work comes with opposition but in spite of all the naysayers, if it be of God, no one can gainsay it. By the Spirit of the living God the spiritually dead were being resurrected and raised in Power in their inner man. We were fulfilling the call, saving souls in Jesus name!

In the process of time, New Beginnings joined under the banner of Missionary to Help Others Fellowship Center, where the late Bishop Robert S. Howard, Jr. was the Overseer; both ministries were under the Diocese of the late Bishop Bill McKenney of Cleveland, Ohio. Apostle Winston appended to the name of the ministry to New Beginnings Christian Ministries.

Being faithful over a few things, God was preparing Apostle and Pastor Winston to be ruler over many. In February 1998, after 3 ½ years of ministering at the Chapel, the ministry relocated to a larger edifice located at 1409 B Lynnhaven Parkway in Virginia Beach, VA. Being Spirit led, Apostle Winston joined under the banner of Rhema Full Gospel Fellowship International, under the leadership of Bishop Johnnie L. Reid, Jr.  Furthering the work of the Lord, Apostle Winston revised the name of the Ministry to New Beginnings Outreach Ministries, Inc.

 God increased, saved and added to the church such as should be saved. God truly rewards faithfulness and He will give you the desires of your heart. Once again, elevation was inevitable for these two faithful servants. Already walking and fulfilling the call of Apostle, God blessed Apostle and Pastor Winston to enlarge their territory and take possession of a larger edifice. The initial service held in the new sanctuary was on Friday, February 24, 2012. Pastor Debra Winston was officially installed as Pastor of New Beginnings on March 30, 2012. The Church was positioned to have access to two units, one being used for the New Beginnings Youth Center. The church name has since been revised to New Beginnings Outreach Church, Inc., for each time we enter God’s presence, it’s a New Beginning!
